Major emitters yet to act
Brazil has sounded the alarm over the slow pace of climate plan submissions, warning that global talks could be undermined if countries fail to act. Only a small fraction of governments have provided updated pledges, while major greenhouse gas contributors, including China and the EU, have yet to deliver.

All climate commitments must be filed by 25 September so the UN can publish a synthesis assessment ahead of November’s Cop30. The analysis will reveal how much progress has been made toward the Paris Agreement goal of limiting temperature rises to 1.5C.
Brazil ramps up pressure
Cop30 president André Corrêa do Lago urged governments to view NDCs not as distant goals but as a shared blueprint for safeguarding the planet. He said Brazil expects China to table an ambitious plan soon. President Lula has also made climate diplomacy a top priority, raising the issue directly with Xi Jinping last week.
Venue struggles to cope
Preparations for the Belém summit are running into difficulties. The city’s limited infrastructure and soaring accommodation prices have sparked concern among smaller delegations and NGOs. While Brazil has leased cruise ships and promoted home rentals, the high costs threaten to exclude vulnerable nations and civil society groups from the talks.
