Ghent has secured European funding for a satellite imagery pilot project designed to help the city better monitor infrastructure and support long term climate resilience planning. The initiative forms part of the broader SPACE4Cities programme, funded through the European Union Agency for the Space Programme via the Horizon Europe innovation initiative, which aims to harness European satellite data to address pressing urban challenges across the continent.
Ghent’s specific pilot, known as CityMotion, was designed by the company Detektia to focus on infrastructure monitoring, using satellite data to identify maintenance needs and detect early warning signs of structural risk before they become serious problems. The project will explore how radar satellite data combined with artificial intelligence agents can identify strain caused by ground motion affecting the city’s infrastructure, allowing officials to pinpoint preventive maintenance actions before costly failures occur.
The broader SPACE4Cities initiative selected five winning innovations for development funding totaling one point two five million euros, with each solution set to be piloted in real world conditions across a network of European cities including Amsterdam, Athens, Ghent, Guimaraes, and Helsinki as project consortium partners. Beyond these core cities, the five innovations will additionally be piloted across ten further European cities by April 2027, giving the technologies a genuinely broad testing ground before potential wider commercial rollout.
This kind of satellite based infrastructure monitoring addresses a genuine practical challenge facing cities across Europe, where aging infrastructure combined with increasingly volatile weather patterns has created growing pressure to identify maintenance needs proactively rather than reactively responding after failures occur. Ground motion, whether caused by subsidence, groundwater changes, or other geological factors, can create subtle but serious stress on roads, buildings, and underground utility networks that traditional inspection methods often struggle to detect early.
Ghent has faced its own specific climate related pressures in recent years, with the city experiencing measurable increases in both heavy rainfall events and rising average temperatures. Data from the region shows average temperatures in Flanders have climbed by two and a half degrees Celsius since 1850, while the frequency of heatwaves affecting Belgium has increased dramatically, shifting from occurring roughly once every three years to happening almost annually in recent times.
City officials have already been working to address these climate pressures through various initiatives, including efforts to expand urban green space specifically to counter what researchers call the urban heat island effect, where dense city development traps and amplifies heat compared to surrounding rural areas. The new satellite monitoring project complements these existing efforts by giving officials better data on how infrastructure itself is responding to these shifting environmental conditions.
Following the initial pilot phase running through 2027, the space based monitoring solutions developed through this programme are expected to become ready for wider commercialization, potentially offering cities across Europe and beyond a scalable tool for infrastructure monitoring and climate adaptation planning. That commercialization pathway reflects the broader European strategy of using targeted public funding to develop innovative solutions that can eventually operate as self sustaining commercial products.
