Japan introduced a new strategy to ease overtourism in cities like Tokyo and Kyoto. The Japan National Tourism Organisation and All Nippon Airways now offer free domestic flights to UK and European travellers across ANA’s full regional network. The initiative runs from 24 November to 31 January 2026 and encourages visitors to explore lesser-known regions. It forms part of the “Stopover & Add-on Free Fare” offer, which lets eligible economy passengers book up to two free domestic flights on an international ticket by 31 January. Travellers can take these domestic flights anytime after 31 January.
The scheme means travellers pay the same fare whether they stop in Tokyo or travel on to Hiroshima, Aomori or the Izu Peninsula. ANA says the programme lets passengers build multi-stop itineraries at no extra cost. Taxes and fees still apply, and availability may vary by date and route. Travellers can book through agents, ANA offices outside Japan, or directly with ANA.
Redirecting Tourism to New Areas
Tokyo and Kyoto have faced increasing pressure from overtourism in recent years. Japan recorded 36.9 million visitors in 2024, according to Nippon.com. More than 90 per cent of travellers say they want to explore regional areas, yet fewer than 10 per cent actually visit them. Japan now aims to redirect travellers to under-visited regions and balance national tourism.
The offer provides access to more than 40 ANA hubs across Japan’s largest domestic network. This expanded access allows visitors to plan multi-stop trips more easily while keeping costs low. Officials expect the scheme to encourage wider travel patterns and promote sustainable tourism.
Supporting Regional Growth
By encouraging travellers to enter less-visited destinations, ANA intends to relieve pressure on overcrowded hotspots. The campaign aims to highlight more authentic tourism experiences and support regional economies. Japan hopes the initiative will distribute visitors more evenly and create long-term benefits for communities beyond major cities.
