Western powers coordinate economic measures to limit Moscow’s resources
WASHINGTON, Sept 9 — Amid a surge in Russian attacks on Ukraine, officials from the United States and European Union met in Washington to plan coordinated sanctions aimed at restricting Moscow’s financial and energy capabilities. The discussions highlighted the urgency of applying unified economic pressure in response to the escalating conflict.
The session, hosted at the U.S. Treasury Department, brought together Treasury Secretary Scott Bessent and EU Sanctions Envoy David O’Sullivan. Talks focused on expanding restrictions on Russian oil exports and refining operations, key sources of revenue for the Kremlin, with both sides stressing the importance of a transatlantic approach to maximize effectiveness.
Trump Signals Expanded Sanctions Measures
President Donald Trump, joining remotely, indicated the U.S. may implement a “second phase” of sanctions. This phase could target nations such as India and China that continue importing Russian oil, aiming to cut off indirect financial support for Moscow and limit revenue from energy sales.
EU Prepares 19th Sanctions Package
Meanwhile, the European Union is set to release its 19th round of sanctions, focusing on Russian banks and energy companies. The EU package seeks to further restrict Russia’s access to international finance and curb its ability to export energy, reinforcing the collaborative Western strategy.
Escalating Attacks Drive Urgency
The meetings followed a major Russian assault involving over 800 drones and 13 missiles across more than 30 Ukrainian locations. The strikes caused significant damage to infrastructure and numerous casualties, prompting Ukrainian President Volodymyr Zelenskyy to call for stronger international sanctions and increased support from allies.
